Every time you swipe your credit card at a petrol pump, you're charged an extra 1% as "fuel surcharge" plus 18% GST on that surcharge. This isn't a bank fee — it's a merchant discount rate (MDR) that fuel stations pass on to cardholders because their margins are government-regulated.

According to RBI's circular on MDR, fuel surcharge is capped at 1% for card transactions at petroleum outlets. This regulation exists because fuel is an essential commodity and excessive card charges would discourage digital payments.
Banks offering "fuel surcharge waiver" absorb this 1% cost as a customer acquisition strategy. For them, getting you to use their card regularly (and potentially carry a balance or use other banking products) is worth more than the ₹100-₹200 monthly surcharge they waive. It's a win-win: you save money, and banks get loyal customers.
Important Limitation
Most fuel surcharge waivers only apply to transactions between ₹400 and ₹4,000 (or ₹5,000 for some cards). If you fill fuel worth ₹500, you get the waiver. If you fill ₹6,000 in one transaction, you may not. I recommend splitting large fills into two transactions.
